If your home nation holds a bilateral reciprocity pact with Italy, you can swap your foreign permit directly for an Italian one without taking written or practical tests.
Currently, active conversion agreements are in place for residents holding licenses from Ukraine, Israel, Kosovo, and Andorra.
Urgent Deadline Alert: The conversion agreement with Albania officially expires on July 12, 2026. If you hold an Albanian license, you have mere days left to submit your conversion application to the Motorizzazione.
Step 2: The Extended Switzerland Framework
Good news for Swiss license holders: the Ministry of Infrastructure and Transport formally extended the bilateral conversion agreement.
The renewed reciprocity window has been extended all the way through June 12, 2031. Swiss expats also benefit from an extended 6-year grace period to complete their swap after registering residency in Italy.
Step 3: New 8-Hour Mandatory Driving School Rule
If you must take the full Italian driving exam from scratch, the entry rules have changed. The 2026 highway safety reform permanently eliminated the old 6-hour training baseline.
