The rules changed in 2026 — and most of what Google still shows you is outdated. Here is exactly how the process works right now.

1. When to Renew: The New 90-Day Rule

Italian immigration law sets strict timelines for filing a Permesso di Soggiorno renewal, and they were widened by D.Lgs. 83/2026 — the decree implementing EU Directive 2024/1233, in force since June 2026. Under Articles 5 and 13 of Legislative Decree 286/1998 (the Testo Unico sull’Immigrazione), as amended, you can now submit your renewal application:

Pre-expiry window: from 90 days before your permit’s expiry date. The old rule was 60 days, which is why many official pages — and Google’s answers — still show 60. Applications filed from 22 May 2026 onward fall under the new 90-day window.

Post-expiry safety line: if your permit expires before you file, act immediately. Under Article 13, a permit that has been expired for more than 60 days with no renewal request on file puts you in irregular-stay territory, and a very late filing needs documented justification (serious illness, force majeure) and is assessed case by case.

Our advice: treat your expiry date as the real deadline, not the post-expiry line. Filing inside the 90-day pre-expiry window keeps your employment, healthcare enrollment, and bank accounts completely uninterrupted — and in cities like Rome and Milan, early filing matters because Questura backlogs are longest there.

2. Required Documents for Your Renewal

A complete Permesso di Soggiorno renewal package prevents extra Questura appointments and administrative rejections. Check that every photocopy is clear, legible, and current before sealing your kit. The standard documents are:

Passport: photocopies of all stamped and written pages of your valid passport.

Expiring permit: a copy of your current Permesso di Soggiorno, front and back.

Marca da Bollo: a €16 revenue stamp, bought at any Tabacchi shop and affixed directly to Modulo 1.

For work permits (subordinato / autonomo): the last three months of payslips (buste paga) or recent client invoices, your employment contract, Unilav form, Partita IVA certificate, or your previous tax year’s Certificazione Unica (CU) or dichiarazione dei redditi.

For study permits: your university enrollment certificate for the upcoming academic year, proof of passing the required exams, a health insurance policy valid for the extension term, and proof of financial resources of roughly €7,000 per year.

The total government cost of your Permesso di Soggiorno renewal breaks down as follows:

Electronic permit printing fee (PSE): €30.46.

Postal kit mailing fee: €30.00, paid at the Poste Italiane counter.

Revenue stamp (marca da bollo): €16.00.

State contribution: €40.29 for permits valid up to one year, €50.29 for permits up to two years, or €100.29 for the EU long-term residence permit.

Total estimate: approximately €117 to €177 depending on your permit type.

4. Kit Postale Process

Pick up a yellow Kit Postale envelope at any Poste Italiane location with a Sportello Amico counter. Fill out Modulo 1 — and Modulo 2 if you are applying for work reasons — carefully in black ink.

Submit your unsealed envelope containing the document photocopies together with your original passport at the counter. The clerk processes payment, seals the envelope, and hands you your official postal receipt (ricevuta) along with your Questura appointment details. Guard that receipt — it is your most important document from this moment until your new card arrives.

5. The Questura Appointment (Fotosegnalazione)

Your ricevuta contains the date of your fingerprinting appointment at the local Questura. On the day, bring:

Your ID: original passport and your expiring Permesso di Soggiorno.

The receipt: the official postal ricevuta and the appointment letter.

Photos: recent passport-size photos with a white background. Many Questure now capture your photo digitally during fingerprinting, but bring them anyway.

Supporting documents: the originals of every financial, employment, and housing document you photocopied for the kit.

6. Your Legal Rights & Handling Delays

Navigating a delayed Permesso di Soggiorno renewal requires patience and proactive tracking. Two pieces of good news protect you while you wait.

You can work on the ricevuta. Under Article 5, comma 9-bis of the TUI (as amended by Decree-Law 146/2025), holding an official renewal receipt gives you the right to work in Italy during the processing period, as long as your permit category allows work.

Realistic timelines. The 2026 reform sets a 90-day administrative deadline for renewal decisions (with a special 30-day fast track reserved for the new single work permit). In practice, high caseloads in Rome, Milan, and other large cities regularly stretch real processing to four to twelve months.

Travel rules. You can legally travel to your home country and return using your ricevuta and expired permit — but only with a direct itinerary that does not transit through other Schengen countries, and only re-entering from your country of origin.

Nothing — as long as you filed your kit before expiry (or as soon as possible after). The ricevuta replaces your expired card as proof of legal status until the new permit is issued.

Can I work while my renewal is being processed?
Yes. Article 5, comma 9-bis of the TUI protects your right to work while a timely-filed renewal is pending, provided your permit type allows work in the first place.

Can I travel outside Italy with the ricevuta?
Yes, but only to and from your home country, with no transit through other Schengen states. Do not attempt to re-enter Italy from another EU country on a ricevuta.
