How to Get Your Tessera Sanitaria in Italy

If you are residing in Italy, the Tessera Sanitaria, also known as the Italian Health Insurance Card, is a vital document that provides access to the Italian National Health Service (SSN – Servizio Sanitario Nazionale). Whether you need medical consultations, prescriptions, laboratory tests, or hospital admissions, this card is a must-have for all residents seeking healthcare services through the public health system. In this article, we will explore how the system works and the exact process of obtaining one.

What is a Tessera Sanitaria? Should you get one?

The Tessera Sanitaria is an official health insurance card issued by the Italian government. It serves as your primary identification document when accessing public medical infrastructure. With this card, you can consult general practitioners, see specialists, receive subsidized prescriptions, undergo medical diagnostics, and seek treatment in public hospitals across the country.

Requirements to Obtain a Tessera Sanitaria

To acquire your card, you will need to gather the following compliance documents:

  • Valid Passport: Providing proof of identity.
  • Permit to Stay (Permesso di Soggiorno) or Receipt: Non-EU citizens must present their valid permit or the official post office application receipt.
  • Codice Fiscale: Your official Italian Tax Code issued by the Agenzia delle Entrate.
  • Self-declaration of Residency: A signed document confirming your fixed local address, which must align with your legal immigration paperwork.

📌 Note: Make sure you have a rent contract registered at the Agenzia delle Entrate (Italian Revenue Agency). We can assist you with this directly through our legal services team! Write us an email at [email protected].

  • Receipt of Payment: Proof of your annual fee payment handled via the Post Office (if applying for voluntary registration).
  • Additional Documents: Depending on your specific visa status (e.g., student enrollment paperwork, work contracts, or au pair agreements).

Step-by-Step Application Guide

  1. Get Your Codice Fiscale: First, obtain your fiscal code from the tax authority (Agenzia delle Entrate) as it is a prerequisite for all administrative procedures in Italy.
  2. Visit the Local Health Authority (ASL): Locate your nearest ASL clinic office. Inquire with the desk regarding specific local requirements, your exact regional fee structures, and to collect the correct F24 or postal form.
  3. Pay the Annual Contribution Fee: Head to a local Post Office and process the payment via a postal order (Bollettino Postale). Retain the paper receipt carefully.
  4. Submit Your Paperwork: Bring clean physical copies of all required identification, residency, and fee receipts to your local ASL office.
  5. Complete Registration: Once processed, the agent will issue a temporary paper receipt. This document provides instant healthcare coverage until your plastic card arrives by mail.
  6. Register with a Primary Care Physician: Choose your local family doctor (Medico di Base) from the ASL registry directory to finalize your public medical setup.

Types of Registration & Contribution Costs

Certain non-EU citizens are entitled to Mandatory Registration (e.g., employment contracts, family reunification visas) which eliminates the annual baseline fee. Others, such as international students, researchers, or elective residents, fall under Voluntary Registration and must pay a flat annual fee to purchase public coverage. Tourists are not eligible for the public health card system.

Following the permanent adjustments to public medical system pricing, international students face an annual voluntary contribution baseline of €700.00 (applicable to both EU and non-EU enrollments). For self-sufficient graduates, elective residents, and general voluntary registrants with dependent family structures, the statutory annual contribution rate is set at a flat minimum baseline of €2,000.00 per calendar year.

Lost Your Card?

If you misplace your card, you can easily request a duplicate online through the official Agenzia delle Entrate web portal, or physically by visiting your municipal ASL service branch.
